Richard got a flat from the local council 3 months ago. When he moved in he was getting income support. He got a loan from the Department of Works for Pensions (DWP) to get furniture etc to set up home. He has to pay this back out of his giro at £6 per week.
Richard has received a gas bill of £54, his name is not on the bill so he ignores it.
He usually has a few friends round his flat each evening. Sometimes they are loud and rowdy. One has broken the living room door off its hinges.
Richard has now received a letter from his Housing Officer saying that he has rent arrears of £560, £70 of which are Water Rates arrears. He has also been sent a bill for the damaged door. Richard does not understand why he owes this money as he applied for housing benefit when he accepted the tenancy.

Two months later Richard gets a letter from the gas company saying that they are going to disconnect him next week. He has also got a letter from the Council Tax Department saying that they are going to take him to court for Council Tax arrears. The housing department are also now going to take him to court to repossess his flat for rent arrears.
